This nearly always unlocks during a tale, when a companion joins a standoff or takes the second enemy of a double assassination. If it has not by the end of the story, do a Wolf Den (see Wolves of Ezo): most end in a standoff with your wolf beside you. Start the standoff with L1, then hold and let go as each enemy attacks.
