Three BSAA containers, all in East Raccoon City. They open with the BSAA Container Keys, which Leon gets in a cutscene after putting both batteries in the gate of the flooded parking garage. Open all three before the Detonator blows the gate west of the Central Camp.

PowerPyx's container guide has screenshots of each container's spot.
