In the Blood Lab at the end of the Care Center's East Wing corridor, take the Blood Specimen (Denatured) from the desk. Use it on the Analyzer just left of it. The puzzle wants every atom red: select the middle square of the left column. It unlocks the recipes for Handgun Ammo and the Hemolytic Injector.
