You need two Bots, the camera and nothing else:

Nathan Drake (Raider Dude): the reward for Lady Venomara, the boss of Serpent Starway.
Lara Croft (Aristocratic Archaeologist): Bot 3 in Hieroglitch Pyramid, Camo Cosmos.
The camera: you get it on first entering the Safari Park, which opens at 64 Puzzle Pieces.

In the Crash Site, press to call all your Bots to you. Push Drake and Lara next to each other by running into them. Press for the camera and R2 to take a photo with both in the frame. If it does not unlock, take more photos from other angles and distances.
