Reach Kamiagata, the northern region opened in Act 3, then equip these together:

Gosaku's Armor, earned from the Mythic Tale The Unbreakable Gosaku, with the Ocean's Guardian dye bought from a Kamiagata merchant for ten flowers.
Crooked Kama Headband, on top of the tall pagoda beside Jogaku Temple. Grapple from the roof corners to climb it.
Sly Tanuki sword kit, from the Pillar of Honor northeast of Iwai Village on Kamiagata's eastern coast. Climb the coastal rocks and squeeze through the gap to reach its climbing route.
