Have ten henchmen out at once: five for the Joker and five for Harley.

In a run, follow the radio call about an escaped inmate (an orange warning triangle), defeat the A.R.G.U.S. guards and free the inmate. You can free one per run. That type of henchman can then be hired at the gym in the hideout for 10,000 to 20,000 studs. The third one also earns Welcome to the Crew.
Each character starts with room for one henchman. Buy their crew lockers in the hideout: four small ones and one large one each. The large locker takes only a big brute henchman, also freed in a run.
Hire five henchmen for each character.
In a run, fill the focus meter by fighting, summon one character's crew, switch to the other character and summon theirs. Be quick: henchmen go down when they take enough damage.
