Unidentified Targets are hunter drones you chase with the Web Wings ( in the air) until the download bar reaches 100%. Stay in the trail behind the drone to keep up with it. The first comes with the story in main quest 18, Wings of My Own. Once the next eight are done, Target Identified appears in Midtown. In it, scan the kitchen counter with R3, then interact with the chessboard on the living-room table and move the queen. If the hidden door stays shut, move the bishop.

PowerPyx's Unidentified Target guide has screenshots of each drone's location.
