Wind tunnels open after main quest 3, Show Me New York. Flying into one shows green rings that speed you up. Swinging or zipping between the start and Astoria fails the run. Two tunnels take you all the way:

Put a waypoint on the south-west corner of Astoria.
Climb the radio tower on a roof in the north-east of Financial District.
Jump off with and open the Web Wings with .
Glide north-west into the first wind tunnel and follow its rings to the river.
Over the river, enter the tunnel on the right. It carries you across to Astoria, and the trophy unlocks in the air.
