The Blood Collector lies on the table in the Blood Lab, at the end of the Care Center's East Wing corridor. After Science! in the same room, fill it from the blood bucket on the floor or a dead zombie. Then press Touchpad, open Crafting and craft Handgun Ammo. Its Scrap is in the locker in the same room.
