The Web Line opens in main quest 8, Bad Guys on the Block. Hold L2 and press at a wall to string a line you can walk along. Stand above an enemy and press . A takedown counts only if no one sees it: an enemy marked "Danger" is watched by another, so take out the watcher first. The 25 add up over every fight. Hunter Bases (Seek and Destroy) have the most enemies close together.

After the story, play Crimes with Hunters in them as Miles, and turn invisible with before each takedown. The PS5 trophy list shows your count.
