Orin is a Bhaal cultist waiting in the Temple of Bhaal, under the Lower City in Act 3. You reach her after the murder investigation (see Murder in Baldur's Gate). Kill her while her cultists are still chanting: attack only Orin.

She starts with stacks of Unstoppable (6 on Balanced, more on harder difficulties), and they come back each turn. Every hit strips one. Each dart of Magic Missile is a hit and never misses, so bring someone with it, cast at a high level, and use Haste for more attacks.
With the stacks gone, kill her. Pushing her off the edge of the arena with Thunderwave or a similar push works too.
Only then kill the cultists.
