The four Loongs (dragons) appear only while you carry the Loong Scales. They are in Chapter 2, at Sandgate Village > Village of Despair: enter the cave next to the shrine, run past the first two enemies and drop down on the left. Where the First Prince of Flowing Sands, a big rat, fights you, one wall is made of small clay Buddha carvings. Equip the Wandering Wight's spirit at a shrine and hit the wall with its spirit attack. Without that spirit, use the Azure Dust transformation instead. Squeeze through the crack with R2 and open the chest.
The Scales stay in your inventory. The Yellow Loong appears only after the other three are beaten.
