Dylan has six combat ability slots, shown in the bottom right ( switches between the two sets of three). Most abilities are the reward for defeating a Resonant. The sixth slot opens with the Resonant Token from the side quest Pope's Research (Budding Analyst).

Once all six Resonants are beaten and Pope's Research is done, choose abilities at the Mural in the Gap until every slot is filled.
