Manhattan's seven zones level up from zone XP: side quests, World Feats (the activities marked with white icons), FBC Tasks, resource crates and heavy enemies in that zone. Every level is one zone upgrade, so you need 40 levels across all zones together. Press on the map to see each zone's level.

World Feats refill in every zone each time you defeat a Resonant. Clearing a zone's feats before each Resonant gets the most out of them. Doing the side content the platinum needs takes you past 40 anyway.
