The Mural in the Gap, the hub you enter by holding , fills in as you defeat the Resonants, the bosses of each zone. It is complete once all six Resonants and the Hedron, the final boss, are beaten:

Artistic Liberation (Downtown)
Curtain Fall (West Incursion Zone)
Thermal Termination (Central)
Insidious Growth (The Park)
Astral Reconfiguration (Underpass)
Honorable Discharge (The Unknown)
Repeating, Refracting (the Hedron)

If every Resonant is down before the final mission, this unlocks with the ending. Otherwise it unlocks when you beat the last Resonant after the story.
